In accordance with the “Water Law”, “Flood Control Law”, “Water and Soil Conservation Law”, “Riverway Management Regulations” and other laws, the Ministry of Water Resources has issued the “Notice on Further Strengthening Urban Water Conservancy Planning” (hereinafter referred to as the “Notice”).
Urban water conservancy planning is an important basic work to guide urban water conservancy development and strengthen urban water-related affairs management according to law, including flood control and drainage, water resources development and utilization, conservation and protection, soil and water conservation, water ecological restoration, river and lake management and other water-related contents involved in urban planning. At present, the Central government has proposed to integrate multiple plans for economic and social development, urban and rural areas, land use, ecological and environmental protection into one plan and one blueprint for each city and county. In order to meet the “Rules” requirement, city water conservancy administrative department should integrate wading related planning tasks, city water conservancy planning related indicators and wading into the overall urban planning and management requirements, to further strengthen the rigid constraints of water resources, strengthen urban direct-cleaning space control, improve the ability of city flood control, mitigation and water supply security, promote the urban water ecological civilization construction, water conservancy planning and develop the role of “Rules” in the city.
The “Notice” puts forward seven requirements for further strengthening urban water conservancy planning. First, fully understand the importance of strengthening urban water conservancy planning; The second is to strengthen the rigid constraint of water resources on urban construction and development, including determining the carrying capacity of urban water resources and strengthening the constraint and guiding role of water resources; Third, the spatial control requirements of urban river and lake waters should be highlighted, including defining the scope and indicators of urban river and lake waters management, and strengthening urban river and lake waters management. Fourth, the construction of urban flood control and drainage system, including strengthening the connection and coordination of urban and watershed flood control system, scientific determination of urban flood control and drainage standards, overall planning of urban flood control and drainage layout; Fifth, improve the urban water supply guarantee system, including vigorously promote the construction of water-conserving society, formulate urban water resources allocation plan; Sixth, strengthen urban water ecological civilization construction, including strengthening urban water resources protection, promoting urban water ecological protection and restoration, and doing a good job in urban soil and water conservation; Seventh, accelerate the formulation of urban water conservancy plans, including strengthening organization, leadership and coordination, and accelerating the formulation of plans.
